In 2023, a plot involving the importation of bomb-making materials into Sierra Leone was uncovered, sparking a major intelligence operation. Fast forward to 2024, and the efforts of intelligence, military, and police forces culminated in the successful seizure of dangerous materials, including high-grade TNT, detonators, firing devices, and other bomb-making components cleverly disguised as household items. The explosives were secured at the Joint Logistics Unit (JLU) in Freetown, a densely populated area, raising concerns about community safety.

As a decorated U.S. Army officer with nearly three decades of service, COL Cousins brings unparalleled leadership and expertise to advance the Foundation’s mission of saving lives through innovation in global humanitarian mine action.
In response, Golden West Humanitarian Foundation’s Quick Reaction Force (QRF) team, led by Task Manager Charlie Holloway and Senior Technical Advisor Mark “Toby” Tobias, deployed to Sierra Leone with authorization from PM/WRA and support from the U.S. Department of State. The mission: to assist the Sierra Leone Ministry of Defense in safely disposing of the confiscated explosives and enhancing national security.
The QRF began by conducting extensive chemical forensic testing and controlled explosive trials to evaluate the composition and risks of the materials. Among the confiscated items were TNT blocks disguised as soap and suspected homemade explosives. After rigorous testing, the team confirmed that some materials posed no explosive threat, but the TNT remained a significant danger.
Through detailed planning and collaborative efforts with the Republic of Sierra Leone Armed Forces (RSLAF), the team successfully disposed of a staggering 26,015 lbs of TNT, eliminating a critical threat to the surrounding communities.
