PSSM Physical Stockpile and Security Mgmt

In many of the countries in which we work, the gap between how ammunition should be managed and how it actually is managed is wide, and dangerous. The technical standards, physical infrastructure, and institutional knowledge required to store and handle munitions safely are neither simple to develop nor quick to acquire. In post-conflict environments, or countries where resources have long been constrained, the starting point is often well below the international baseline.

Our PSSM program begins with a simple conviction: The standards applied to managing explosive hazards must be at an internationally approved standard, everywhere we operate. Getting there takes time, investment, and the kind of trusted, long-term partnership that goes well beyond a short training visit.

1. Assess

Every engagement starts with a thorough assessment of the partner nation’s existing stockpile conditions, management practices, regulatory framework, and human resource capability. We don’t arrive with a pre-packaged solutions, we arrive with the expertise to understand what is actually needed

2. Plan

Working alongside national counterparts, Golden West develops a phased improvement plan that is realistic given available resources, political conditions, and institutional capacity. Infrastructure upgrades, regulatory reform, and training programmes are sequenced to reinforce each other rather than running in isolation.

3. Build

Implementation spans the full spectrum: physical improvements to storage facilities, development of national ammunition management SOPs, curriculum design for military academies, and hands-on training and mentorship for both operators and instructors. We can also advise on, and / or destroy obsolete and unserviceable munitions that represent the most immediate hazard.

4. Sustain

The final and most important phase is sustainability. Golden West embeds its standards within national institutions, (academies, regulations, and certified instructor cadres), so that improvement continues after our direct involvement concludes. We maintain long-term relationships with partner nations to provide ongoing advisory support as needs evolve.
